When disaster strikes, home is lost and the loss of home can be devastating to people.  In the words of Dr. Michael McLemore from The People’s Response with ActionSTL and For the Culture, “ Disasters don’t discriminate but recovery does.” The 314 is more than an homage to our St. Louis area code.  Its a model of care to bring justice to recovery.

The 314Oasis Model is a community care framework designed to meet people where they are, especially in moments of instability, and support them forward without judgment, punishment, or abandonment.

At its core, the model is built around one purpose, three phases, and four pillars, all held together by a single guiding principle: presence.

Our Framework:


Three Phases: Crisis, Recovery, Resilience

The model recognizes that people move through different phases, often non-linearly.

Crisis
This is the point of immediate need. Safety, stabilization, and grounding come first. The goal is not discipline or diagnosis. The goal is to reduce harm and restore a sense of control.

Recovery
Once the immediate crisis has passed, recovery focuses on rebuilding trust, routines, and support. This phase is about helping people regain footing without rushing or forcing outcomes.

Resilience
Resilience is the long view. It is about strengthening individuals and communities so future crises are less destabilizing. Skills, relationships, and systems are built here, not just coping mechanisms.

One Purpose: Presence

Presence sits at the center, holding the phases and pillars together.

People may enter the model during crisis, remain through recovery, and continue into resilience. Others may move back and forth depending on life circumstances. The model is intentionally flexible because real lives are not linear.

The 314Oasis Model is not a program you pass through.

It is a system of care you are surrounded by.

Four Pillars That Hold the Model

Each phase is supported by four interconnected pillars that surround the work.

Rest
Rest creates safety. It acknowledges that exhaustion is often the hidden root of crisis. This pillar prioritizes pauses, protection, and spaces where people can breathe without expectation.

Power
Power is about agency. This pillar helps people regain voice, choice, and self-determination. The goal is not dependency. The goal is confidence and autonomy.

Care
Care is practical and compassionate. It is responsive, culturally grounded, and rooted in dignity. Care here is not transactional. It is relational.

Connection
Connection rebuilds belonging. Isolation increases harm. This pillar focuses on trusted relationships, community ties, and shared humanity as protective factors.
